BusinessEurope and Mr. Ivo Belet (Member of European Parliament), are pleased to invite you to a conference that will trigger high-level talks with representatives of European Institutions, companies and civil society on the impact of EU carbon policies on business investment decisions.
Currently carbon leakage is the only concept factored into the EU-ETS directive. However, carbon leakage is often the “final station”, as companies do not move their manufacturing installations outside of the EU overnight. Before this happens, they may first decide to gradually shift more investments outside of the EU - with carbon costs as one of the possible factors. The event will therefore discuss what investment leakage means, the possible impact of the EU-ETS carbon price, and what the EU-ETS reform could do about it.

The first panel will look at the scale of investment leakage and its consequences, the difference between carbon and investment leakage, the impact of climate policy, and in particular the EU-ETS carbon price (past, present and future) on investment decisions.
